About Fabian Horbach
Fabian Horbach advises public institutions on digital transformation, the implementation of AI systems, and the modernization of federal IT infrastructure. He supports clients in designing digital administration strategies, end-to-end process digitization, and establishing effective governance frameworks in line with the EU AI Act.
For 10+ years, Fabian advises clients in the public sector as a senior expert for digital administration, IT strategy, and transformation management. He supports federal and regional authorities, public enterprises, and ecclesiastical administrations in areas such as IT architecture, compliance, and digital service design. Fabian has been instrumental in shaping and scaling flagship projects such as Bauportal.NRW and supported the strategic development of cross-federal infrastructure and EfA solutions. For many years, he has actively contributed to the professionalization of emerging technologies—especially in the fields of AI governance, interoperability, and administrative efficiency—into sustainable and scalable public-sector applications.
Fabian Horbach holds a Master of Science in Business Informatics from the University of Innsbruck and a Bachelor’s degree in Business Administration.
