1. Make market access geopolitically explicit
Before approving individual providers, regulators should define the role foreign constellations may play in the digital economy. Domicile, security, privacy, and economic benefit belong to a transparent market-access model.
2. License functions, not legacy categories
Gateway, ground station, service and spectrum rights do not need to sit in one authorization. Modular licenses create clarity for new value-chain roles and prevent legacy categories from distorting new services.
3. Plan spectrum by use case
Broadband, direct smartphone connectivity, and satellite IoT impose different requirements. Separate broadband and narrowband compartments can improve efficiency and avoid harmful coexistence between NR and IoT uses.
4. Align fees with investment
NGSO systems require large spectrum assignments for technical reasons. Fees should be proportionate, transparent and close to administrative cost, without penalizing gateway architecture through artificial calculation rules.
