"Digital sovereignty is the sum of all abilities and possibilities of individuals and institutions to be able to exercise their role(s) in the digital world in an independent, self-determined and secure manner," according to the "Public IT" competence center of Fraunhofer FOKUS. At the Digital Summit, German Chancellor Angela Merkel also advocated the approach that "Europe can do everything, including successfully developing and operating its own data structure."

Implications for Public BOSplus

Managing the risks arising from potential digital dependencies is a strategic task for any BOSplus institution. Key questions are:

Which technologies will allow us to continue to operate with digital sovereignty in the future?
What competencies and expertise do we need to develop and use digital technologies and services?
Who are our strategic suppliers? How should collaboration be designed for minimized dependency?

The merging of previously separate service offerings means that individual services can no longer be purchased separately. In the future, every service will contain a digital component.

• Increased pressure to standardize IT components due to global technology and market trends.
• Cooperation and partnerships with solution providers for the entire product lifecycle are becoming critical to success.
• Strong competencies in cross-system management of services and contracts are required.

An increasingly complex and networked technology landscape requires a new approach to solutions and services in the area of Public BOSplus. The product/service lifecycle must be managed in an agile and integrated manner (Product Lifecycle Management). The application, technology and service portfolios require stringent management with regard to the overall architecture. This requires digital competencies for the evaluation of services and technologies. Detecon supports organizations in the transformation from reactive to proactive innovative digital action.

Digital Public Services describe the digitized services provided by BOSplus authorities and organizations to their customers, suppliers and partner organizations. Digital Public Services are strongly influenced by the need to maintain Digital Sovereignty and the market-changing effects of Digital Convergence.

This necessitates a holistic view of the service portfolio and digital offerings of BOSplus institutions. In addition, the eco-system of the BOSplus institutions must be considered in order to form a networked and collaborative organization.
