Ensuring Digital Sovereignty

The authorities and organizations with security tasks (BOS) are more than systemically relevant for Germany. They protect the country from internal and external dangers and act as both rescuers and law enforcers in the event of natural disasters. This makes it all the more important for the BOS to have access to state-of-the-art technologies. They are also faced with the task of countering demographic change and maintaining the high quality of their work in the face of increasingly scarce resources.

Public BOSplus Organizations

By "Public BOSplus" we mean authorities and organizations of internal and external security, but also international institutions. The range is enormous and extends from volunteer fire departments to the German armed forces. Differentiation is necessary here, and yet: innovation trends and the need to digitize public services pose new challenges for all Public BOSplus organizations: 

  • Digital sovereignty of organizations in the event of a crisis.
  • Availability and use of trusted hardware and software components
  • New technologies and platforms as well as associated management know-how
  • Managing "two-speed IT", the tension between IT stability and flexibility
  • "Digital First" - thinking "digitally" about all services in the future,
  • Simplicity in the usability of systems and applications as the basis for user acceptance

Digital Sovereignty

"Digital sovereignty is the sum of all abilities and possibilities of individuals and institutions to be able to exercise their role(s) in the digital world in an independent, self-determined and secure manner," according to the "Public IT" competence center of Fraunhofer FOKUS. At the Digital Summit, German Chancellor Angela Merkel also advocated the approach that "Europe can do everything, including successfully developing and operating its own data structure."

Implications for Public BOSplus

Managing the risks arising from potential digital dependencies is a strategic task for any BOSplus institution. Key questions are:

Which technologies will allow us to continue to operate with digital sovereignty in the future?
What competencies and expertise do we need to develop and use digital technologies and services?
Who are our strategic suppliers? How should collaboration be designed for minimized dependency?

Our offer

The assessment of existing or potential digital dependencies as well as resulting risks characterizes our offer. We derive operational risks from the strategic goals of the organization and reflect them to the organizational units and their necessary competencies. From this, we derive clear recommendations as to which levers exist where in the organization in order to ensure digital sovereignty and the ability to act in the future as well. Digital Convergence

The German Security and Defense Industry Association defines digital convergence as "the convergence of characteristics in terms of customer benefits and portfolio for products and services, based on new digitization technologies, user requirements, potentials and markets.

The merging of previously separate service offerings means that individual services can no longer be purchased separately. In the future, every service will contain a digital component.

Implications for Public BOSplus

Close cooperation and partnerships between solution providers in the BOSplus environment are emerging. The following challenges result:

  • The interaction of the overall solution with its digital components must function very well.
  • Increased pressure to standardize IT components due to global technology and market trends.
  • Cooperation and partnerships with solution providers for the entire product lifecycle are becoming critical to success.
  • Strong competencies in cross-system management of services and contracts are required.

Our offer

An increasingly complex and networked technology landscape requires a new approach to solutions and services in the area of Public BOSplus. The product/service lifecycle must be managed in an agile and integrated manner (Product Lifecycle Management). The application, technology and service portfolios require stringent management with regard to the overall architecture. This requires digital competencies for the evaluation of services and technologies. Detecon supports organizations in the transformation from reactive to proactive innovative digital action.

Digital Public Services (DPS)

Digital Public Services describe the digitized services provided by BOSplus authorities and organizations to their customers, suppliers and partner organizations. These include, for example, the digital task of filing a criminal complaint, the digital exchange of information with aid organizations, or digital procurement procedures. Digital Public Services are strongly influenced by the need to maintain Digital Sovereignty and the market-changing effects of Digital Convergence.

This necessitates a holistic view of the service portfolio and digital offerings of BOSplus institutions. An essential element is a continuous adaptation of the strategies and their agile operationalization in the organizational units. In addition, the eco-system of the BOSplus institutions must be considered in order to form a networked and collaborative organization. It should be able to react agilely and flexibly to technological, strategic, and operational challenges. Detecon supports its clients with well-founded methodological competence and implementation experience to successfully undergo this digital transformation and cultural change.
