Your Coach for the Digitization Marathon

In September 2020, the government and the states agreed to invest four billion euros in the public health service by 2026 with the Pact for the Public Health Service. This funding is to be used primarily to hire more staff, promote digitisation and establish more modern structures. A federal funding project of 555 million euros is intended to support the digital expansion of the public health service, particularly in the area of infection protection, including the establishment and provision of standardised systems and tools, and to ensure interoperability between the actors and institutions in the health system. We support you on your way to the digital health department!

Digitization Strategy

It is important for us to understand how your employees and processes in the health department have worked so far before we develop a strategy for digitization with you. Because we assume that it only makes sense to talk about the future when we have developed an understanding of you and the work area.

In the second step, we work out the goals that you associate with digitalisation. Based on the current state (where are you coming from?) and the goals (where do you want to go?), we create the digitisation strategy together with you (how do you get from A to B?).

What actually is a digitisation strategy?

A digitisation strategy is a description of the future way of working in your organisation, usually for the medium-term future (in 3 - 5 years). In addition to your goals and requirements, it also contains the approach (roadmap) for digitisation. It also serves as a guide to organise the transformation process in an orderly and efficient way. The progress of the project is continuously measured based on the strategy.

Project control and management

As the core of professional project management, defined projects and measures (according to DIN 69901-2:2009) are controlled. The basic purpose of project control is to monitor the progress of projects in order to ensure successful implementation. In advance, the project or the various sub-projects of the project are initialised, defined and pre-planned. Project control supports the project manager methodically to achieve the goals.

Successful development of the maturity level within the funding period

Over a period of 24 months within the first funding call, various projects have to be steered in order to successfully achieve defined goals within the given timeframe. The minimum requirement is to develop as a health authority for two levels in two dimensions. Project steering is essential to achieve the minimum goal and, if possible, to be successful in other dimensions as well. In addition, proof of the subsidised funds must be provided to project executing agencies.

If deviations between the target planning and the actual state are identified, the project plan and activities can be adjusted so that the planning remains reasonable and feasible. Project management of digitisation projects shapes our daily lives. The following components are evaluated as part of project control:

Change management

A digitalisation strategy should help your health department to implement the digital transformation of internal and external administrative services. In general, the Pact for the Public Health Service focuses on the transformation of the organisation as a whole, the so-called change management. A digital transformation is multifaceted and has an influence on many areas of the public institution. Thus, in addition to changes in the organisation and the processes of the health department, the cultural change within the ÖGD of employees and cooperation are also part of the transformation process.

A challenge that should not be underestimated is to bring digitalisation in line with other projects and interfaces, such as the OZG, as well as with other offices. If only you grow in digital maturity, but the neighbouring areas and offices cannot keep up, an inefficient discrepancy arises.

Process recording and digitization / BPMN

The majority of digitalisation is not the use of software, but the recording and revision of existing processes. True to the motto: First the process, then the tool.

The more clarity you get about what and how you do your tasks every day, the more possibilities you have to question or localise this. This determines which tool can help you at which point. Furthermore, process automation leads to a high degree of operational safety, increased efficiency and traceability - compliance with a signature rule or reporting channels or the automatic transfer of results from external sources.

IT-Security

At the latest since the cyberattacks on various offices and the federal government, there is a clear need for action here. The number of attacks and the variety of means used there have been steadily increasing in recent years. Our comprehensive advice determines which measures make sense to increase IT security and whether a local or centralised approach is the right one for you. External service providers specialising in this area are an option to consider.

Citizen-centredness (online-based)

The need for citizens to do things online has increased significantly in recent years. The office is called upon to provide every citizen with the most barrier-free access possible to all services - in some cases, this requires additional requirements for the online platform.

People who do not have internet access or a smartphone must be taken into account, as must people with visual or hearing impairments or non-German speakers. Online services can be made available in several languages and there are also technical possibilities for accessibility that ensure citizen-centricity and help the staff of the offices.

Setting up a service platform can be challenging, but once it is established, we believe that the advantages clearly outweigh the disadvantages.

Software, data and interoperability (incl. data protection)

The basis of all processes in IT is the correctly regulated access and exchange of data. Despite a high proportion of data already available in electronic form and the electronic exchange of data, the data that is actually required is not always directly available.

Often it is the interface of two systems or the input of identical data into different systems that results in a non-functioning access or exchange of relevant data. This problem has an enormous impact on productivity and in some cases even prevents production. Our goal is a data flow free of media discontinuity without the use of paper and the optimisation of interacting systems, so that ideally a cross-office data exchange is possible.

Our Experience

Two of our focus sectors are the public sector and the healthcare sector. It was primarily our foothold in the public health sector that ultimately led to our involvement in the Pact for the Public Health Service and allowed us to take a pioneering role. We contacted the public health departments, made an extensive analysis of the environment and the institutions, and identified the software manufacturers in this field. Within the framework of workshops lasting several days, the main topics of digitisation were explained and the individual needs of the health office were determined (here are two insights: Würzburg, Kassel).

Through the results, a rough strategy for digitalisation was derived and the need for support was identified. We were thus able to support health offices with their funding applications, prioritise and communicate the topic of digitisation at both the municipal and the state level. In addition, the degree of maturity was initially determined in order to get an impression of the current state of digitisation.

Our Detecon ÖGD-Team
